My guess is that Apple sees IWBs as an alternative pathway to one to
one laptops and Apple would prefer the latter.

I'd be in both camps if it were my decision.

The idea that one is inherently instructivist and the other is
constructivist is a bit dodgy. I've seen one to one laptops used to
copy down notes, fill in the blanks and do internet treasure hunts.

It all depends how you use it!
