The Digital Education Revolution guidelines state that the money can  
be spent on Desktops, Laptops or Thin Clients - and that if any funds  
are left then other ICT devices like IWBs can be purchased. However  
different jurisdictions can place other qualifications on how the  
money can be spent. In Queensland, State Schools are discouraged from  
purchasing thin clients but individual schools can make their own  
decision on whether to purchase laptops or desktops - depending on  
their school ICT vision.

You will have to find out if your jurisdiction has any "qualifiers" -  
obviously from the NSW Director General's blurb below they are looking  
into providing low cost laptops (which probably precludes Macs from  
being part of the equation in NSW).
